Prices of transport structures with a focus on road infrastructure

Předmětem této diplomové práce je představení cenové tvorby pro dopravní stavby, přesněji na pozemní komunikace ve fázi přípravy a realizace. V práci je uveden konkrétní příklad rozpočtu již realizované stavby. Dále je popsána analýza příkladu se zaměřením na dodržení plánovaného finančního limitu stavby. V teoretické části jsou zmíněny základní informace o dopravě v České republice, stručný přehled procesu konstrukce pozemních komunikací, tvorba ceny dopravních staveb se zvýšenou pozorností na sestavení rozpočtu a možnosti financování pozemních komunikací. Na konci práce je uvedeno vyhodnocení práce s poukázáním na některé zajímavosti současného financování dopravních staveb.The aim of this work is to introduce the pricing for traffic constructions, more precisely for the road infrastructure in phase of preparation and realisation. There is a specific example of the cost estimating of a realized construction presented here. Then there is an analysis of an example focusing on the compliance with the financial limit of the planned construction. In the theoretical part of this thesis basic information about the traffic in the Czech Republic, a brief overview of the process of construction of roads, and price creation of the road structures with increased attention to cost estimating and possibilities of financing of roads are mentioned. In the last part of the work the evaluation of the work and samples of interesting facts about the current financing of transport constructions are presented.

Study of Conditions for the Development of Cycling in the City of Brno

Bakalářská práce se zabývá cyklistickými podmínkami v městě Brně. První teoretická část se věnuje přednostem dopravy na kole ve městě, možnostmi dalšího rozvoje a financování. Druhá část práce analyzuje současné podmínky cyklistické dopravy v Brně a využití tras společností. Poslední část práce obsahuje vlastní návrh realizace cyklistické trasy ve vybrané lokalitě, který by mohl pomoci rozšířit cyklistickou síť tras v Brně.Bachelor thesis deals with the cycling conditions in the city of Brno.The first theoretical part is dedicated to the advantages of theurban traffic on a bicycle, the possibilities of further development and funding. The second part of the work analyzes the current conditions of cycling transport in Brno and the society use of routes. The last part of the thesis contains a custom proposal for the implementation of cycling routes in the selected location,which could help expand the cycling route network in Brno.

Financing of the Construction of Cycle Path

Import 11/07/2012Cílem této bakalářské práce na téma „Financování výstavby cyklostezky“ je návrh financování společného projektu dvou obcí – výstavbu cyklostezky spojující město Uničov a obec Újezd u Uničova vzdálenou cca. 6 km. V teoretické části je popsána problematika pravidel hospodaření obcí, rozpočtového výhledu a rozpočtových zásad. Praktická část se zaměřuje na analýzu hospodaření města Uničova a obce Újezd u Uničova ve sledovaných letech, charakterizuje investiční záměr obcí. V závěru praktické části jsou návrhy a doporučení způsobu financování investičního záměru.The aim of this thesis on the topic of „Financing of cycling path“ is proposal for funding of two municipalities common project – the construction of cycling path linking the Uničov city and small village named Újezd u Uničova, which are approx. 6 km far from each other. Its theoretical part describes the problems of municipal economic management rules, the budget outlook and budgetary principles. The practical part is focused on the economic management analysis of Uničov city and Újezd u Uničova village in the monitored period, it describes investment project of these municipalities. Metodika optimalizace institucionálního prostředí v železniční dopravě v České republice.

Obsahem metodiky je doporučení postupu pro vyřešení otázky absence regulačního orgánu pro sektor železniční dopravy dle požadavků evropské legislativy; dále postup liberalizace železniční dopravy skrze minimalizaci bariér volného podnikání s jasným vymezením činnosti správce infrastruktury a jeho role ve vztahu k incumbentovi (konkrétně v případě České republiky dokončením vydělení infrastruktury a činností spojených s údržbou a řízením sítě od Českých drah). S tím souvisí doporučený postup pro transparentní a nediskriminační stanovení poplatků za použití dopravní cesty včetně odběru trakční energie a rekuperace, s cílem dosáhnout ekonomické rovnováhy mezi užitím cesty a náklady na zajištění provozu na ní. Metodika navrhuje přidělení kapacity na základě ekonomických stimulů (cena cesty ve vazbě na kvalitu, resp. s možností jejich dražby) spolu s uzavřením několikaleté rámcové smlouvy, což by na základě koncepčních požadavků objednatelů a dopravců upřesňovalo strategii investičního rozvoje sítě. Pro osobní dopravu metodika navrhuje základní varianty vzájemného uznávání jízdních dokladů mezi dopravci.The content of this methodology is the recommended procedure for resolving the question of the absence of a regulatory authority of rail industry according to European legislation; further the process of liberalization of rail transport through minimizing barriers to free enterprise with a clear definition of the activity of an infrastructure and its role in relation to the incumbent. Related to this is the recommended procedure for transparent and non-discriminatory infrastructure pricing, including sampling traction and energy recovery, to achieve economic balance between the use of the infrastructure and operation costs. The methodology proposes the allocation of capacity on the basis of economic incentives (costs in relation to quality, auctions) together with framework agreements. Investment Construction in the Frame of the Regional Development

Abstrakt Tato bakalářská práce má za cíl vytvořit všeobecný přehled o fungování regionální politiky respektive politiky hospodářské, sociální a územní soudržnosti v Evropské unii a v České republice. V úvodu teoretické části je popsána historie EU, vznik a vývoj regionální politiky. Následuje charakteristika cílů, nástrojů a programů regionální politiky. Praktická část se zaměřuje na realizovaný projekt „Železniční přejezdy Frýdlant nad Ostravicí – Ostravice, který byl spolufinancovaný Evropskou unií v rámci Operačního programu Doprava.Abstract The aim of this study is to create a general knowledge about function of Regional, Cohesion policy in the European Union and in the Czech Republic. The introduction of the theoretical part describes the history of EU and the formation of regional policy. Then it characterizes main goals, instruments and programmes of the regional policy. The practical part of the thesis focuses on the completed project „Level crossings in the track section Frýdlant nad Ostravicí – Ostravice“, which was co-funded by the European Union under the Operational Programme Transport.

Financial Assurance of Public Investment Project

V diplomové práci je popsáno finanční zajištění veřejného investičního projektu. Teoretická část je zaměřena na objasnění základních pojmů z oblasti veřejných projektů. Dále jsou popsány způsoby, kterými je možné veřejné projekty financovat. Praktická část se zabývá nalezením vhodných způsobů financování projektu rekonstrukce silnice II/422 v průtahu obcí Svatobořice – Mistřín a jejich porovnání.In the master's thesis there is described financial assurance of public investment project. The teoretical part part focuses on clarifying the basic concepts of public project . There are described ways in which it is possible to finance public projects. The practical part deals with finding appropriate ways of project financing of road reconstruction II/422 delay the village Svatobořice – Mistřín and their comparison.

Metodika vymezování relevantního trhu v odvětví železniční dopravy

Obsahem metodiky je doporučení postupu pro vymezování relevantního trhu v případě, kdy to řešený případ vyžaduje, zejména při řešení zneužití dominantního postavení na trhu osobních nebo nákladních železničních dopravních služeb; metodika je také použitelná při provádění doplňkových šetření v oblasti fúzí v odvětví dopravy nebo pro sestavení komplexní odvětvové analýzy v oblasti železničních dopravních služeb. Metodika je založena na inovativním využití spotřebitelského šetření (dotazníkového průzkumu) a obsahuje kompletní návod pro přípravu šetření, sestavení dotazníku a jeho vyhodnocení.The methodology is the recommended procedure for defining the relevant market when it designed the case requires, especially when dealing with abuse of a dominant position in the market for passenger or cargo rail transport services. Construction equipment management in large contracting company

Tato bakalářská práce má za cíl představit základní vybraná pravidla a prvky řízení mechanizace a dopravy ve velkém stavebním podniku. Oblasti řízení mechanizace jsou obecně velice rozdílné. Samotné zařazení střediska mechanizace v rámci podniku ovlivňuje způsoby řízení mechanizace ve velké míře. Práce se zabývá rozdělením strojů, způsoby pořízení, časovou hodnotou peněz a možnostmi odepisování strojů. Dále práce popisuje roli hospodářského výsledku, se kterým úzce souvisí nastavení ceny strojohodiny. Cena strojohodiny se skládá z nákladů vlastnictví a provozních nákladů. Výpočtové metody těchto nákladů jsou v práci uvedeny. Tyto vybrané části řízení mechanizace jsou porovnány s firemní praxí střediska mechanizace v rámci stavebního podniku Hochtief CZ a.s.The goal of this bachelor thesis is to introduce basic selected rules and parts of construction equipment management and transportation in large contracting companies. Areas of equipment management are generally very different. Inclusion of equipment department within a company affects the directions and methods of equipment management to a large extent. Thesis focuses on machine categorization, acquisition methods, time value of money and ways of equipment depreciation. Thesis further describes the main role of net income, which is closely related with ownership and operation costs. Determination methods of these costs are also included in the thesis. These selected parts of equipment management are compared with standard industry practice of equipment department within the construction company Hochtief CZ a.s

Evaluation of Organizing and Financing the Delegated Powers in Terms of Selected Regional Office

Bakalářská práce se zabývá organizováním a financováním přenesené působnosti v podmínkách vybraného krajského úřadu. Práce je rozdělena do pěti kapitol. Rozlišuje nepřímý výkon státní správy na úrovni obci a kraje. Dále popisuje tvorbu příspěvku pro jednotlivé kraje. Věnuje se úkolům a struktuře Krajského úřadu Zlínského kraje, kde je podrobněji popisován organizační řád a personální složení krajského úřadu. Zhodnocení financování přenesené působnosti v letech 2012-2016 probíhá porovnáním příspěvku Zlínského kraje vůči ostatním krajům. V práci je graficky ukázáno, jakou části kryje příspěvek platy zaměstnanců včetně zákonného pojištění a jakou částí kryje výdaje na regionální činnosti celkem. Výdaje na regionální činnost se meziročně snižovali a příspěvek na výkon státní správy se zvyšoval, bakalářská práce došla k závěru, že podíl příspěvku a výdajů se meziročně zvyšoval.The bachelor thesis deals with the organizinig and financing of delegated powers in terms of the selected regional office. The thesis is divided into five chapters. It distinguishes the indirect operation of state administration at municipal and regional level. It also describes the creation of contributions for individual regions. Thesis deals with the tasks and structure of the Regional office of the Zlín Region, which describes in detail the organizational rules and the personnel composition of the regional office. The evaluation of the financing of the delegated powers in the years 2012-2016 is done by comparing the contribution of the Zlín Region to the other regions. The thesis shows graphically what part of the contribution cover employees' salaries, including statutory insurance, and what part cover the expenditures for regional operation in total.
